I got fired in November. I was told I couldn’t file for unemployment

Q) I got fired in November of 2013 I was told I couldn’t file for unemployment recently I got a DUI and now can’t get a job with the condition license . What can I do? I have a Vehicle payment and tool payment to make and even had to move back in with my mom and dad . Help !! Is there training or can I file for unemployment to help pay my bills?
